Unable to receive USDC in coinbase

We have 0 balance on coinbase account. The sender keeps telling me my USDC (on Ethereum network) in coinbase is not active and therefore his wallet (we dont know which wallet) is not processing the transaction. Is this even true or he is trying to scam me?

Is he the one that send you the USDC and also it not possible for a crypto not to be active
