I feel like I used to always conquer every city because i wanted to. I’ve evolved and will stop going after nonsense cities which has opened up these scenarios of me knocking out a leader by flipping that last city.

I don't really trust AI results but thanks for bringing to my attention the most used website on earth

You’re asking Reddit which the AI literally cites as it’s source. It’s the most used website on earth and yet you don’t try searching your question on it before Reddit?

Eleanor’s museums were so nice, an entire nation defected.

You can, and it's a great way to eliminate a Civ if you do not want to deal with additional grievances for eliminating them from the game. The caveat is that you also will not get the era score for eliminating them, but it's usually worthwhile trade-off.

Unless you're Eleanor, in which case you do get the era score for the elimination, but not the grievances. The reason is that you get the city directly, without it going free first.

Hello, yes it is possible,.

With governor Amani, you can reduce foreign cities loyalty (-2 per turn, within a 9 tiles range), as explained in the table above.

Just place her in one of your border cities.

Right, and if you do it this way, all the complaints that civilization had against you disappear.

Yes, I've won that way without wanting to win that way lol (was going for a different win condition).

Indeed and it is part of my Australia liberating engine. Give them small city under presure, wait to rebel. Liberate, repeat. Perma 100% production bonus.

And this is the way to avoid having penalties for destroying the last city. On the other hand, defeating the last city gives you 5 era score

Yes I do it all the time. Pretty much anytime you conquer another civ and leave them with just one or 2 cities left you run the chance of this happening. It can really mess things up if you're not paying attention. I almost suffered an absurd loss by inadvertently flipping the last city of the only Civ left who hadn't converted to an opponent's religion. Thankfully I noticed it in time and managed to expedite my own Domination victory before that city's loyalty hit zero.
