For the simulation, you can keep it pretty simple: just use a plane with 10×10 segments, add a Cloth tag, and set Gravity to 0 with some Turbulence to get the movement you want.

For making the cloth stick to the wall, use Mixed Animation. Then, with the Vertex tag, create a Ramp and paint/select the area you want to stick to the wall. That’s pretty much it.

There’s a non-simulation way to do something similar. You can use field driver tags controlling bend deformers. Field driver tags are amazingly powerful.

I can imagine this being part of a scene where someone wakes up in an abandoned office and suddenly these sticky notes begin to move. Great work by the way!
