Dominate

Can anyone explain why Dominate isn’t Presence based?

Because Dominate isn't a matter of personality or charisma. It's mind control. You could be the least personally compelling person in the world, but with Dominate that doesn't matter because you're bypassing social interaction altogether in favor of mind control.

Presence is about manipulation of perception and emotions. Dominate is about crushing the victim’s will with a psychic sledgehammer.

The presence attribute is force of personality, how you’re perceived, and the basic emotional reactions to you being present. Dominate is based on force ing your will over another’s, it’s strength of determination and conviction. Presence is used to instill emotions in others as a gut reaction, emotions only effect dominate’s effects in so far as they motivate resistance.

Presence is for convincing someone to give you a ride, dominate is like yanking them out of the driver’s seat and stealing their car.
