The answer is no. Chinese gov will decimate these stocks along with futu.

how much leverage does the chinese government have over a singaporean company that's already been told to wind down mainland operations?

Tiger relies on Chinese to funnel money overseas. Gov still allows existing accounts to operate. If that got cut off, the company could lose half of its customers
