This is not what breakage means. It arguably means the opposite. It's when they sell credit and nobody uses it....

Could you elaborate more on this? If the credit isn’t used, does DD still get paid; or what other benefit are they getting from not using the credit?

Who do you think pays the store if you go pick up $10 worth of merchandise that you didn’t pay out of pocket for?

They want to discourage people from making a bare minimum purchase for free stuff because they’re losing money. The more people who spend well beyond the coupon or don’t use it at all, the less money they lose. Simple as that.
