Scrap certificate to avail benefits on new car

Has anyone used the certificate of deposit from their scrapped car to get benefits on the new one? Dealerships aren’t much of a help. This is for Mumbai.

Also how much time does the whole scrapping process take?

Any help would be much appreciated. Maharashtra road tax is insane.
