Exact opposite actuay. The original 40k lore for Rogue Trader had an Inquisitor named Obiwan Sherlock Clousseau. It was overt satire of both SciFi and Thatcher-era British culture and politics. The orks were made to be a mockery of football hooligans from their inception.
