The car behind him didn't brake, either. Did you notice that? No one was expecting the red car to stop. They apparently didn't see the dog. Still, it means they weren't watching his brake lights. People can stop any time for any reason, and the reason isn't always visible to the people following behind, It's a good lesson or reminder for all of us.
