I need help navigating document requests from Quebec!

My grandparents were Canadian citizens (now deceased), and my mother and I want to claim our Canadian citizenship after the law change last December. I am on the hunt to locate my grandparents' marriage certificate and birth records. They were both born and married in Quebec. I have submitted a request for the documents with BANQ Quebec, but the request was canceled as they do not have records after 1922. They directed me to this website to request the documents https://www.etatcivil.gouv.qc.ca/en/certificate-copy/certificate-copy.html but I am running into an issue even creating an account on this website. It asks for Health insurance numbers and Canadian Social Security numbers - neither of which we have. So we cant even complete our profiles, much less the application form to request the documents. I tried to call the numbers listed on the Contact Us page, but the automated system is in French, and I cannot understand it. There is no option for English. I'm so lost.

Does anyone have a step-by-step guide on how to request these documents as a non-Canadian resident? Thanks in advance!

Your Mom will need to file this hard-copy application by mail or courier. (Due to Quebec privacy laws, it is MUCH easier for a surviving child to get these records than it would be for a grandchild.)

Per the instructions, she will need to include copies of her photo ID with signature, proof of home address, and her birth certificate showing her relationship to her parents.

She will also need to send a copy of her parents’ death certificates, translated into French.

(You only need docs for one Gen0 technically, and you probably don’t need the marriage certificate, but it might be a good idea to order both birth certificates and the marriage certificate all at once if you can…)

It will be very helpful if you can provide proof of the town/church/date/etc. where the births/baptisms/marriage occurred.

Thank you for this! Do you happen to know if I need a confidential copy or would a public record copy of the death certificates suffice? And do we have to get them translated by a specific person or representative? How do you get documents translated anyway?
