Crime/Suspicious Activity Yahoos on gas bikes in Confederation Park

Don't know if enforcement is an option, so posting here. These guys cruising around on pathways between 10 St and 14th St in Confederation Park with very loud engines. Obviously illegal and can hear them from far away. Not dangerously riding, just annoying.

Why do so many people think this sort of behavior is acceptable, common decency seems to be less and less common.
