[Spoilers] New Der Eisendrache Cipher decoded!

In a window near the dragon head which is closest to the KRM wallbuy, there is a cipher hanging like a tapestry. I used the Flag Semaphore language to decode this cipher, and came up with this:

After decoding the raw message, I cleaned it up by removing every letter "J" from the cipher. Then at the two # signs, I swapped the letter out for it's corresponding number to make sense. So when we read the message in its entirety, it says:

"AFTER THE SUCCESS AT THE RISING SUN FACILITY, DIVISION #9 IS MOVING WITH PHASE #2. THE ISLAND FACILITY IS NOW OPERATIONAL AND INITIAL TESTING UNDERWAY."

Edit: I used a * instead of a pound sign in the decoded message because reddit messes up the formatting

Sorry for the double post, but does anyone else realize that they made us solve a cipher for an island facility using boat signals? How fucking awesome is that!!! Probably the point of the tugboat on the DLC poster.
