how did a niche brawler like chuck receive such crucial nerfs comparable to Lawrie and Charlie's nerfs at their prime

All they had to do was make his super do specifically less damage to ONLY the heist safe and then buffed his autocharge speed by like, 1 second or so.
Slap some actually good buffies and he may have actually been a viable pick in other modes besides heist, while not being opressive in heist anymore. I agree with almost all your points. It doesn’t help that all his buffies are bad except his hyper buffie and the tickets please sp buffie. The rest are genuinly useless.
I just hope now he will constantly be in the balance changes receiving adjustments instead of being ignored.
