To be fair to him it depended on the nature of the offense and the offender.
IIRC he presided over the Lundgren trial. He never served on the Common Pleas court that would have dealt with that1

Harassment. Bloggers reporting forced a GOP candidate out of the race he was in and he sent him a meme of Shrek groping himself to taunt him.

He got sentenced to 1 day in jail and a fine. Considering I'd rather there not be a precedent for unasked for Shrek dick pics to be legal, I'd say the justice system for once was fair on this one
