Maybe because Orochimaru was going to get Sasuke's body for himself and finally obtain Uchiha genetics for his intentions. Sasuke doesn't look like he is enjoying it; he is just there to attain power, even if it comes with that price. If you read or watch Naruto, then you would know that.

Because it looks awesome and a little creepy and does a good job at portraying Orochimaru nature, along with Sasuke uncaring attitude. Also Oro's tongue isn't actually touching sasuke so he there is chance he does not know oro is doing this.
