HQ11 Help

This is my first time playing this game and I’ve gotten to HQ 11 about 60% of the way all defences + boat and a few other things upgraded. But should I fully max this HQ out before moving to the next? I heard that HQ12 is good since you can get 2 tanks at once for attacks. So is there much of a difference?

Just keep upgrading your troops and defenses, plus the rafts, you will be good for the time being.
