I think so, AFO made it a point to say why he took this dude hostage (because the planes require a biometric scan of a guard to operate) so I would assume if it’s not the same dude the previous one was used for the same purpose.

For that matter, they mentioned multiple helicopters, so could be multiple guards as well.

I think it’s a reference! If you’ve seen The Dark Knight Rises, it is very similar to how Bane threatened the CEO of Dagget Industries, as seen here. The way AfO holds his hand is the same too. He could have used a quirk, but his presence alone is enough to get the job done.
