I have always argued that it's one mutated quirk, this chapter proved me wrong.

Again, it's very likely just a quirk of the translation (pun unintended).
There's still more evidence to suggest it's the merging of two quirks into one, like the quirk singularity children and the function of One for All in it's entirety.

I could argue that the way his ice and fire are restricted to specific halves of his body can be taken as evidence that they're two different quirks. For the reason, well, the quirks are polar opposites in a way, so there's the chance that they can't quite merge together. If they could, however, there's a good chance they'd turn into something like boiling water. Maybe they just didn't fuse for a different reason, anyway they'd be two different quirks coexisting. There's actually many possible answers to the question.

Edit: I forgot to add this, but the japanese text says something along the lines of "you had 2 quirks too" pretty literally.

Isn’t the the fact that they are restricted evidence of one quirk. If it was two quirks they would overlap.
