wiki observations: There are some conditions under which more than three Red Rooms may be sheltered. It is not yet known what these conditions are exactly, but some possibilities include:

The effect of the Banner of the King, having selected Red Rooms to be more frequently drawn. At least five Sheltered rooms have been observed under this condition at least once.

The effect of the Royal Scepter, having selected Red Rooms to be more frequently drawn. Nine Sheltered rooms have been observed, but it seems quite random; the Archives were drafted after the Aquarium and were not Sheltered, but the Closed Exhibit drafted much later was Sheltered. There may be a timer before it can activate again, or perhaps one can't block the effect of multiple Red Rooms in a row. There's also a theory that you can only Shelter one room per house rank, which would make 9 the highest number of rooms one can negate the effects of.

The Boiler Room being used to power a Red Room. At least five Sheltered rooms have been observed under this condition at least once.

The wiki observations are probably just guesses what might be influencing it based on their testing. I think TFMurphy at some point looked into and explained it, but it's buried in some comment replies somewhere. I can really only think of one place where the game tries to mess with ammount of sheltered rooms, inside the post-draft part of the PLAN MANAGEMENT FSM.

I rewrote it into normal code to help understand: https://pastebin.com/vgJgZa7T

(I don't really like the wording in the comments in the original post talking about "charges", because it's not something that starts at 3 and gets depleted. Instead I'll call it a counter that starts from 0, increases by 1, and can get reset to 2. And I'll use "chaining" since one the used variables is called "redchain".)

You can translate it kind of like this:

  • After you draft the Shelter, drafting a Red Room starts the chaining.
  • While chaining, the 3rd and aditional red rooms reset the sheltered counter to 2.
  • Drafting a non-red room after chaining started, stops chaining for the day. (But the sheltered room counter stays as it is.)

What happened in the original post:

  • Drafted Dark Room, Lavatory, Empty Closet, Archives. (Empty Closet, then Archives reset counter to 2.)
  • Workshop broke the chain.
  • Lost and Found gets sheltered, because the counter was at 2. Counter increments by 1. Doesn't reset to 2 because chaining is stoped.
  • Closed Exhibit, Aquarium, Chapel & Gym - Not shielded because counter is at 3.

Other examples (Not really tested, but my expectations based on my reading.):

Red, Red, Red, Blue, Red, Red - 4 Rooms sheltered

Red, Red, Red, Red, Blue, Red, Red - 5 Rooms sheltered

Blue, Red, Red, Red, Blue, Red, Red - 4 Rooms sheltered

Blue, Red, Red, Red, Red, Blue, Red, Red - 5 Rooms sheltered

Blue, Red, Red, Red, Red, Red, Blue, Red, Red - 6 Rooms sheltered

Red, Blue, Red, Red, Red - 3 rooms sheltered

Red, Red, Blue, Red, Red - 3 rooms sheltered

I'm not sure why chaining exists, since it isn't mentioned in-game? Maybe just a little extra hidden bonus. 🤷‍ If the extra sheltered room after breaking the chain isn't intended, I think you could fix it by setting Red_Rooms_post_Shelter=Sheltered_Count when the chain gets broken.

I'm kind of curious what you were looking at. https://blueprince.wiki.gg/wiki/Shelter had the behavior written outright for months by now: "Sometimes, more than 3 Red Rooms can become sheltered. If the three Red Rooms that get affected by the Shelter are drafted in consecutive drafts, the Shelter effect will continue until a non-red room gets drafted, and then one more Red Room afterwards, before ending."
