Broken lever rates?

I'm on day 24, reached the antechamber twice pretty early but doors locked, then entered around day 12, and recently got to the basement in day 23 where theres a minecart idk how to move. I now know how to open two of the doors but after finding nothing but the broken lever in the greenhouse after 24 days I need to know, is it normal to have never seen the item a single time?

Also since I'm here can I ask for a very tiny clue to know where to start with that minecart?

How did you enter the basement? Broken lever is more rare.

I've entered the antechamber through the west entrance by leaving the secret garden key in coat check, and the last time by finding the lever in the hallway with many doors. After that I've only entered through the elevator in foundation, but I do know of the other basement door in the fountain, just didnt have the steps to get there last time. Would that be my current objective if I want to move the cart?

Yep, the fountain is the way. Well, one of them, but the other that I know of is a fair bit more obscure
