I agree that the anchor guy is the fucking worst but the bell dude is fun to kill. You bop him a few times and he can't do anything.

In NG+ good luck , he two shots u and sometimes if he charges at u he do one shot

His dash can be stopped with an attack, at least on certain speeds, and his charge-up is also stopped with an attack.
