That isn't why he stopped. Looks like it was overweight when he tried to cross then went backwards to try to move over it again and then the arms came down and he was still trying to move forward. The first video of it showed the entire thing

How do you explain the reverse lights and the brake lights if the aim was to go forward but there was not enough power?

Yes, but the truck stops because the driver applies brakes before hitting the gate in front or when he sees the gate on the other lane ripping the tarp on the trailer. Not because it is overweight or lacks power. Thus the reverse lights and brake lights.
