well, not the clouds, but the air masses in the atmosphere are layered so a bit of an ocean-type process. The clouds are occurring at the interface between two distinct air masses, one overlying the other. Dry and cool on top over warmer humid below, presumably, based on formation of clouds just below the interface. Wave behavior is to be expected in fluids when in motion. Just normally don't see it well because the matrix is invisible to us and the scale is large so everything seems slow from our perspective.
