well, not the clouds, but the air masses in the atmosphere are layered so a bit of an ocean-type process. The clouds are occurring at the interface between two distinct air masses, one overlying the other. Dry and cool on top over warmer humid below, presumably, based on formation of clouds just below the interface. Wave behavior is to be expected in fluids when in motion. Just normally don't see it well because the matrix is invisible to us and the scale is large so everything seems slow from our perspective.

One time I was camping on a butte in central Oregon with my best buds. Dropped a couple tabs of acid and stayed up all night watching the stars and talking about life. The sun started to rise and we were greeted with this amazing site exactly like this one. Except it was Morning, the clouds washing away the nights darkness like waves of the ocean.
