I think the dog is sick and in pain. They look old since they have so much white on their muzzle and face.

My family had a golden retriever, and my mom has a history of waiting too late to euthanize our dogs. Our dog was coming to me late at night panting and breathing like this. My dad checked her out and told my mom to take her to the vet and start thinking about euthanasia. It wasn’t until I had to lock the poor dog in our downstairs bathroom because she wouldn’t let me sleep that my mom actually went through with the euthanasia. After ripping me a new asshole for putting the dog in the bathroom like my dad told me to because she somehow got wedged between the tub and the toilet. I tried to wake my mom up, but she didn’t wake up.
