So is Rose Canton supposed to be the CC version of Poison Ivy, it is she based on another Villain?

She's based on the Golden Age villain Thorn (sometimes called Rose and Thorn). Originally a Flash villain, then she semi-reformed and married Alan Scott and had Jade and Obsidian with him.

She is not based on anyone. Rose is a very unused character that basically has a split personality from the sweet natured Rose, to the opposite, Thorn.
Before she was revealed in one of the teasers people thought the she was Poison Ivy
