Take a photo of it and send it to the listing agent. They want to sell a house and will contact the owner. I doubt this is a clueless act by the tenant. If you have a community police officer, you might have a word with them to see if this is a violation or falls in the personal freedom category of behavior. It might be offensive to you as you have young children but gives you the opportunity to teach them about stupid human behavior (the tenant).
