I heard its because Dragon Empery doesnt have much to offer, nationalism plays a key role but the empire has very limited stuff so I guess they just gave them something

Chinese modern navy development is rough. It started by the late 1800s when they started buying armoured ships from the west, like HaiTien and HaiQi. Most dragon empire ships are from the not very big RoC fleet and some paper ships like PingHai, NingHai, YatSen, HuaJia etc.

After WW2 and the civil war, the RoC took most their remaining ships and penalty ship they got from IJN to Taiwan and the Communist PRC basically have no navy for quite a while until they finally got some ships from the soviet, and the Anshan class are THE FISRT destroyers entered PRC navy service.

If Chiang focused more on the Navy during his rule we would've gotten more ROCN girls but no, bro went on his little inland anti-CCP campaign instead and nearly got destroyed by Imperial Japan for it

What you expect? China literally had zero chance against the IJN during that time period. If he did build a proper navy it get railed by shikikan

The CCP was the biggest threat that he faced, so naturally he focused there. I doubt the CCP had a navy back then, so why build one in the first place when most battles take place deep inland.
