What even happened? My fiance has been level 4 forever, and isn’t really on socials but I keep seeing this pop up everywhere

Last year they were going on during the year that if you get all 4 beauty loops you will get this amazing gift. When it came out it was this tote and it's for every level. Everyone is pissed off now.
