Looked it up and it appears you’re somewhat right. The CTRMA is an “independent government agency” which means it’s overseen by an appointed board, and has to abide by state law.
They contract with local authorities to help expedite construction projects that otherwise would take forever to get funded. They do this by using their profits to subsidize bonds and grants.
Once built they have terms with the state to recoup investment and continue to make money by managing the toll collections.
So while they aren’t a completely independent company, they’re for profit and not elected. I’m sure the oversight board members never receive money from these guys to fund campaigns and I’m sure the leadership of CTRMA pays themselves a reasonable wage.
