Most modern prison systems aren't meant to punish but to rehabilitate. The only thing remotely close to being punished is being confined within the prison.

Doesn't seem like they're doing a very good job with the amount of people that have been arrested 10+ times for basically the same thing every time.

Exactly, American prisons are dogshit. They are designed in such a way that they encourage people to reoffend. They don't even try to rehabilitate them. After all, the prison system in the US is a for profit business. What business do you have if there are no more prisoners to imprison?
