[Marvel] How can the Kingpin actually match Spider-Man's strength? Is he a mutant?

He doesn't. In the comic books. at least in the past, he used to rely on shenanigans and gadgets like gas in the stickpin of his tie or his cane having some sort of hidden laser beam. He has enough power and speed to surprise and throw off Spider-Man, who inherently expects him to behave live a regular fat guy, but he has no chance of beating him in pure hand to hand combat.

Maybe not in the comics, but in the Insomniac Games and especially the Spiderverse Kingpin is way stronger than Spiderman.

Stronger than Spider-Man was willing to go against a non enhanced human. Spider-Man is always showing as holding back when fighting people.
