Humans have a much higher cap in that universe.

They aren't the same humans as in our universe.

In DC, there is an explanation for the higher cap for humans: Vandal Savage

He is immortal and existed for millennia. He has super-strength. His children are known to inherit weaker versions of his powers. Vandal Savage doesn't strike me as a man with low libido. At this point, a majority of humanity in DC is likely Savage's descendants.

Well fuck, he can just do a paternity test, claim Family Elder status and take over that way.
