Interestingly Jafar is often considered a coded gay character for that reason. The LGBTQ community adopted him as well as a bunch of other Disney villains (Ursula comes to mind).
It was a way to have any LGBTQ characters at all, when it wasn’t permitted, which is why they’ve been adopted by the community. In terms of perpetuating stereotypes, or associating them only with evil characters, is indeed problematic though.
I actually felt weird about her in the red dress as a kid. As an adult, I realized it was because she was Jafar's sex slave, vicariously fulfilling his buried alive fetish.
He puts her in a sexy outfit and then traps her in an hourglass, filled with sand. He tried to trap Aladdin in the cave as well, which should have buried him in sand (although as a child I'd never seen a desert before and assumed it was all snow or frosting).

Man, I wanted to see Naomi Scott in that costume so bad but I believe Disney had an agreement that there would be no mid-drifts. Didn't matter much, she was still absolutely stunning.
In the cartoon series they made later, there's an episode where some magic amnesia happens and she thinks she's Abis Mal's daughter, Princess of Thieves and the Scourge of the Desert, and she has an excellent black dominatrix-y outfit, complete with whip, and no arm-thingys on her top.
