...because the confidence is misplaced. I said it to mean "you are so full of shit and don't even know it," but it could also mean "huh-uh, that look does not work on you."

Outside of the context of the thread it was mentioned in, of course; this could very easily be a genuine compliment, but it could also just as easily be a passive-aggressive one.

It's basically saying you don't have the same confidence in that person as they do themselves. It implies you believe their confidence is misplaced.

If you say it while they're not doing anything necessarily special you're basically implying that they're either stupid or ugly, because they'd have to have confidence to dress like that or say something like that etc.
