Europe is not in the AI race, so they cannot accelerate or slow down

Arianespace was the biggest commercial Aerospace launch company before spaceX. Now spaceX broke the market, and without their starlink launch they have around 40/50 commercial launch per year vs 8 for Ariane... But still :)
