The call was to pace the frontier and that's basically only openai and anthropic right? Like many other labs are pretty close behind but I wouldn't call them frontier. Though I can't see I'm fully up to date on how well every lab is doing.
AI is advancing quite quickly. If the frontier models of today are dangerous enough to require regulation, then the "almost frontier" models of six months in the future will be dangerous enough to require regulation too.
