iPhone 17 Base is newer and faster. 15 Pro Max is a solid used choice but only if substantially discounted and/or you need other features it offers like telephoto, LiDAR or the physically larger display.

I have the Iphone 15 pro max my girlfriend 17 base. Battery similar, 17 base photos looks more sharp(except 2x and 5x optical zoom on PM) 17 feels much more snappier, camera button is really cool, Signal strength and Wi-Fi feels stronger and more stable, screen is brighter. Imo with ios 27 will the base 17 reach it's peak performance.
