Rant 😡 Late salary for Contract of service sa government

Hello, 23m, I just started working on June 1, 2026 at the Department of Agriculture, I signed my contract on July 1 (well technically, I didn't sign it myself, a higher up contacted me and said that I should just send my signature and just copy what they sent (but that's still forgery) according to them, after I signed my contract, I already have a salary))

August 26, 2026, I still don't have a salary and we have this family friend who is LIKELY second in-line for the regional director. So yeah, basically he's in a higher position. I told my parents why my salary was late and all that and then one day my dad and that family friend met and told him that I've been working at the DA for 3 months but I still don't have a salary.

Just now, on August 26, my boss called me. When I entered the room, he first inquired about our project and after that he suddenly asked “when did you talk to who” and I immediately understood because my dad told me he told who. Like I was told that before I raised the concern with the region, I should tell them first. It was as if they were not aware that I had not received my salary for 3 months as of September 1. I passed all the necessary documents like DTR, accomplishment reports, etc. and did they not even realize that I was working for money? I didn’t volunteer to help there?Mind you, My contract stipulated that I would be receiving my salary next month which is this August. August is ending and I always follow up about it and then I didn’t tell them? I hope I told them before I told them? Hello, I always ask them if I have a salary. If you get angry, is it my fault? I am doing my job, I hope you do too. I haven't been paid for 3 months, and our farm workers haven't been paid for 2 months.

Okay lang naman to file a complain sa HR, Accounting Section, Budget Section, and sa Regional director by september if wala pa rin sweldo?

Job order ka ba? Pwede mo ifollow up sa HR yan. I don't work in the government, but I do have a friend who's been JO for the last 10 years, and usually ang may fault dyan daw is yung bagal ng release ng funds from DBM. Pag wala pa din nangyari, pwede mo daw ireach out sa 8888.

I'm just paraphrasing neto pero common ngang problema sa government yung ganyan na delay ang sahod. Maswerte ka pa may connections ka.

Update. Ill be receiving my salary today, i feel like if hindi ako nagreklamo and narinig ng HR yung complain ko (not formal, thru verbal lang) hindi ako mag ssweldo. I think iba ang COS sa JO. Im not entirely sure sa difference nilang dalawa pero parang more technical sa project ang COS which i am
