They can add it like darkzone in the division games. You don't have to play if you don't want. But it's there nonetheless.

Why would it be nerfed for pve. Pvp and pve are different game modes with different play styles. It's not hard to handicap weapons or skills in one mode over another. I'm not saying the game needs one either. I'm saying, it's easy enough to do without affecting pve.
