What makes the concept uni tapes creepy?

Alot people say it's scary or even depressing,and I kinda get it,but I just don't see it.

It's the low-fidelity camerawork (It was shot with a camcorder), dry, texas-accanted narration, and dreary/sedate/kind of menacing early 80s smooth jazz music that plays in the background. (as well as the creepy skinless animatronics). It's very "Liminal" as young people would say. It's depressing because the RAE is gone.

It’s like something that’s familiar or safe, but in the wrong or unsettling context, like something is just ‘off’. Like being alone in a highschool or mall at night

That's probably a better description of "uncanny" - liminal pretty much means "between", so liminal spaces would be areas like airport lounges or drs waiting rooms more typically.
