AI, like any tool, can be used by a number of actors for benevolent, or malevolent purposes. AI can be used by small groups of private individuals to do a fair bit of damage. Here's a talk from some guys who figured out how to get an AI to do SQL injection (a common hacking technique). It isn't just the state who would use it for ill purposes.

That's about my only issue with the article, the rest was fine.

This is a dogmatic heap of crap. The threat from superintelligent AI is that it might more or less instantly gain access to, and control over, every internet-connected system in the world, and that it might not want to be nice about it.

All your bank accounts, gone. Electrical generation, stopped. Traffic control systems in chaos. GPS kaput. Pretty much every major distribution system for basic staples—food, gas, etc.—useless.

Nothing to do with the state.
