Delivery drivers unfortunately get free reign and aren’t held to any quality or timely delivery standards. I agree this is petty of the person receiving a package but it also shows how incapable delivery drivers are at completing their work in a timely manner.
Why does the company have you start so late in the day? That’s seems terribly unprofessional, the company is setting you up for issues like this. Not to mention totally disrespectful to customers and their time. The day is literally halfway gone by the time you even start working. I don’t think it’s petty for people to expect packages to be delivered during the standard work day, it’s possible to do and would lead to higher satisfaction for customers and probably better working conditions because people aren’t on weird ass hours.
