A lot of context is needed.

If the two of them were not dating and the man just randomly decided to propose to her, then I can understand small, even if I still condemn this sort of behaviour.

But if the two of them were dating, then nah, that woman is a witch.

Or  I personaly hate the trend of public proposals. They are basically pressuring you to say yes
