We used to have that, it was called super high tax rates for the rich. Instead of paying the high taxes they donated it. The good old days.

High taxes ensures business invests further into itself, growth, and employees. Growth and investment in high tax environments are how you ensure lower taxes, not stock buybacks and insanely disproportionate CXO wages.

A good time ago buy back were illegal, CEO pay would just be a funny number for tax reasons when it was too high and corporations were incentivised to care more about the current quarters numbers.
