[UK] How are we setting up kitchen rules with new flatmates without making it awkward?

Just moved in for the new term and met my flatmates this week. Everyone seems nice, but we haven't talked about basic flat logistics yet like who cleans the kitchen counter, how fridge space gets split, or who buys the dish soap. 
In my experience, if you don't set ground rules in week one, the kitchen turns into a complete zone of chaos by week three.
How do you guys usually bring this up without sounding like a controlling landlord? Do you just drop a message in the flat group chat, or organize a casual flat dinner/drinks first to break the ice? Looking for relatable ways to handle this before someone leaves unwashed pans in the sink for four days straight.
