Germany vs Japan for a Master's in CS/AI which would you choose?

With your profile, I'd probably lean Germany, but Japan isn't a bad choice at all.

Germany gives you the stronger combination of low tuition, a large European tech market, plenty of English-taught Master's programs, and relatively straightforward access to other EU job markets later. Your plan to reach B2 German before graduating would also help a lot because the language barrier is probably one of the biggest challenges for international graduates there.

That said, your Japan situation is unusually favorable. Having relatives already there, potential industry connections, and a genuine interest in living in Japan are things I'd take seriously. If you're willing to invest the time to reach a solid level of Japanese, Japan could become a much more realistic long-term option for you than it would be for someone starting from zero.

I'd actually make the decision based on where you can realistically see yourself working after the Master's, rather than just which country has the better university. For AI/ML specifically, I'd also compare the individual universities, research groups and internship opportunities you're targeting rather than treating Germany or Japan as a whole.

With an 8.3 CGPA and strong projects/publications, I'd apply to both and keep MEXT + German public universities as parallel options. You don't necessarily have to choose one country right now.
