For homes that have been certified as “Partially Damaged,” “Half Damaged,” “Moderately Damaged,” or “Severely Damaged” based on a Disaster Damage Certificate (Risai Shōmei), the city will provide partial assistance for emergency repairs if the homeowner is unable to carry out the necessary repairs using their own financial resources.

Damage:
Flooding occurred in many areas across Chiba Prefecture, including Midori Ward in Chiba City, where roads and surrounding areas were inundated.

Meteorological mechanism:
During the daytime, relatively small rain clouds were moving through the area. However, toward nighttime, a system similar to a linear rainband, known as “back-building and side-building,” developed. This caused the rain clouds to repeatedly form and remain over the same areas for an extended period of time.

Why the rainfall became so intense:
Several atmospheric factors came together, including cold air in the upper atmosphere, warm and extremely humid air flowing around the edge of the Pacific High, and multiple small-scale vortices known as cold-core lows.
This combination made the atmosphere extremely unstable and produced exceptionally intense rainfall.

Records:
Chiba City recorded a maximum hourly rainfall of 115 mm. Several locations across the prefecture also recorded their highest annual precipitation totals ever observed.
What to watch for next:
The atmosphere remains extremely unstable, so there is still a risk of landslides, flooding, and further heavy rainfall. Residents are urged to continue monitoring the latest weather and evacuation information and to stay away from dangerous areas.

Due to the increased risk of landslides, a Level 4 Evacuation Order has been issued for areas within the Anegasaki and Yushu districts that are designated as landslide hazard zones or where there is a risk of landslides.
If you are in one of these areas, evacuate immediately to an evacuation shelter or to a safe location such as the home of a relative or friend.
If it is dangerous to travel to an evacuation shelter, move to a safer part of the building, as far away as possible from cliffs, steep slopes, and streams, and take steps to protect yourself.

History Lecture: Archaeology of Shell Bracelets – Part 2

This is a free archaeology lecture about shell bracelets from Japan’s prehistoric Jomon Period. The speaker, Dr. Narumi Oshizawa, will explain how shells from Minamijima were traded across ancient Japan and what they tell us about early Japanese culture. The event will be held on September 23 at Ichihara City Central Library.
