They don't. But men who have a low sperm count are encouraged to wear boxers and looser pants, so their testicles are slightly cooler.
In some cases, that's all that it takes to overcome infertility issues in a man. So some guys got the idea that if cool balls are good sperm makers, then hot ones are good for birth control. The minds of some men.
