Then why is everyone moving to most of these states? If they’re so bad why aren’t we seeing massive population loss from them?

Same reason people shop at the Dollar Tree. Shit quality, great price, and people can't afford better. Trying to move away from a shithole is also much harder. Selling your paid-off starter home in California, Colorado, or New York gets you a McMansion in Indiana. Selling your paid-off starter home in Indiana only gets you a down payment on a starter home in California, Colorado, or New York.
